Department of Finance Capital Appraisal Guidelines

The Department of Finance issued revised capital appraisal guidelines in February 2007.
These guidelines are intended to assist Ministers and their officials in carrying out their responsibilities and functions in regard to the evaluation, approval and management of capital expenditure.

DESIGN TEAM PROCEDURES

In accordance with Department of Finance Circulars 33/06 and 4/08, Construction Procurement Reform ? Revision of arrangements for the procurement of public works projects, all Capital Works Projects must use the new GCCC Forms of Construction Contracts for Public Works. Accordingly the Design Team Procedures 3rd Edition, August 2007 - Revision 1 applies to all projects from the current stage forward. Where a Design Team was appointed prior to 1st August 2007, consult the Design Team Procedures 2007 - Practice Note 1 below for the transition arrangements.

The above Design Team Procedures have been revised to include a clause 4.28(j) on payment by Contractor for temporary utilities (water, electricity, gas, telecommunications, etc.) consumed during the works. The above clause should be applied to all projects which have not yet gone to tender.
