Review and Prioritisation of Capital Funding - Kelly Report 2004

In early 2003, the Higher Education Authority was requested by the then Minister for Education and Science to undertake a review of all capital projects in the third-level sector, either already submitted or which institutions intend to submit.  This exercise was to be conducted with a view to prioritisation and phasing in the context of a multi-annual programme.

The review was conducted by a Working Group under the chairmanship of Mr. Kevin Kelly, former Managing Director AIB Bank and former Chairman of the IMI.  The working group was supported in its work by the Department of Education and Science and the HEA, and drew on information available within both bodies. The Group’s Report was published in September 2004. It recommended a total capital investment of €933m, together with an annual provision of €30m for equipment, and €60m for health, safety & minor works. In November 2004 the Minister for Education and Science gave approval for a number of key projects, including a number of new facilities to support the provision of additional health skills places and the expansion of teacher training places. Then, in December 2005, the Minister for Education and Science gave the go ahead for a further 35 major projects, to be funded over a 5-year period ; eighteen of the projects will be delivered using direct exchequer funding of €305m, while the balance will be delivered within a €270m Public Private Partnership programme. Planning and construction of these projects continued throughout 2006.
