Skills Funding

Undergraduate Skills Funding

The Government allocated funding for 3,900 extra undergraduate places in July 1998 to meet the skills needs of the high technology industry.  This was identified by the government’s “Action Plan for Skills”, and the allocation was made available through the Scientific and Technological Education Fund.

The Report of the Expert Group on Future Skills Needs recommended the intake of 5,400 additional students in third level education in skills areas of high employment growth, such as engineering, computer hardware and software.

The Second Report of the Expert Group on Future Skills Needs recommended increased intake of degree level students in biological and chemical sciences.  They recommended a phased approach for providing them.

The Third Report of the Expert Group on Future Skills Needs recommended further intake of students in the Information Technology sector.

The Fourth Report of the Expert Group on Future Skills Needs has advised that areas of high technology finance will require graduates.

Postgraduate Skills Funding

The Graduate Skills Conversion Programme (GSCP) was introduced in the early 2000s as a joint initiative by the Department of Education and Skills and the Higher Education Authority, in response to Information and Communications Technology (ICT) skills needs as identified by the Expert Group on Future Skills Needs (EGFSN) and the mid-term evaluation of the European Union’s Advanced Technical Skills (ATS) Programme. Originally funded under the NDP, more recently the GSCP has been resourced via the state funding allocation to the higher education sector. The aim of the GSCP was to support courses which would provide graduates with an opportunity to acquire new or additional level 9 qualifications so as to enhance their employability in ICT areas. Courses were required to contain significant levels of ICT content and areas of study included Business Informatics, Multimedia Technology, Software Design and Development, Bio-engineering, Telecommunications and Information Systems. A composite fee (or fee cap) applied to all approved courses under the GSCP. The ICT Action Plan published in January 2012 included a commitment to review the GSCP programme.

The GSCP was therefore reviewed in 2012/13 and is now being wound down. The current position is that from September 2014 the HEA will continue to provide support in the form of a fee discount (paid to institutions) of €1,500 (€900 part-time) reducing to €750 (€450 p/t) in 2015/16 for a small number of courses. Furthermore, from September 2014 course fees are a matter for individual institutions to decide, the composite fee or fee cap (the most institutions could charge was previously capped at €3,000) has been lifted. The HEA expects that the GSCP fee discount contribution provided will continue to be fully reflected in any fees charged to programme participants, but we advise prospective applicants to contact institutions directly for GSCP information as the exact fee situation will vary from institution to institution.

Programmes funded under the Graduate Skills Conversion Programme for 2014-15 are as below, but it should be noted that the list remains under review for future years. Further information on these courses can be obtained by contacting the individual institutions administering the courses listed. No new programmes have been or are being added to the GSCP list and no further support will be provided by the HEA under the GSCP after 2016.
